Local Evaluation and Efficiancy: an Evaluation for VAN Municipality
Abstract
This paper aims to define the concept of local autonomy in terms of the duty and the responsibilities between the central governments and the local governments, to present its importance and disadvantages and to determine what kind of a situation its practical application at a micro level for Turkey would create through an analysis of Van municipality. In this context, the study investigates the concept of the local autonomy in comparison with the European local governments‘ condition of autonomy, then evaluates it in terms of proponents and opponents and seeks an answer for what kind of an autonomy approach should be adopted. As a result, a synthesis of Van Municipality in terms of the local autonomy is determined.
